  for paper:
  
  mix equal parts dry powder tempera paint and flour in a saucepan (i usually start with 1/2 cup each), and add cold water until it's the consistency of milk. throw onto the stove on medium heat, stir constantly until thick like cream. will thicken further as it cools. if it's too thick, thin w/more water. caution: it rots! so use asap, or store in freezer...
  
  super-bloody cheap, great for when i teach workshops and don't wanna waste my good stuff!
